When set a languse for a user,the screen language will incorrect。
Set the language to empty,it will correct.

My project’ locales setting include en and zh_CN,and the "Local select visible " is false(not checked). see Picture1.
In the user edit screen,set set the language to 中文简体(zh_CN),see Picture2.
Now i login the system, the screen display English ,not Chinese ,see Picture3.
In the user edit screen,set set the language to empty.
Relogin the system, the screen display Chinese ,that is correct. Picture4.

It seems that the user’language setting not work for zh_CN language or other language beside of Eglish.
