I’ve tried adding separators to the web menu and they seem to do nothing (i.e., there is no added space between the items). I even looked at the auto-generated Administration part of the menu and it contains 2 separators that also do nothing.

Unfortunately, SideMenu does not support separators, so they are filtered when the component is loading.
Separators are supported by top menu (AppMenu component). You can try it with the main screen from the “Main screen with top menu” template.
Is that likely to change? I can see places where it would definitely be nice to have those render in a side menu.
We don’t have it in upcoming plans, but I have created an issue for this ability cuba-platform/cuba#2704
