Scrollbar Disappears on page reopen

We have a page with 3 tables that are contained by a Scroll Box. On log in with a user everything is fine, the scroll is there. When the page is reopened without a log out the scroll bar disappears. This is on a 22-24 inch monitor. If the screen is smaller, the scroll statically stays the same size as if the window is 22/24 inches and it can’t reach the bottom.

But the solution I think should be something with a dynamic resize of the scroll box. Here’s a previous topic that’s unanswered:
