You can use com.haulmont.cuba.gui.components.LookupField#setNullOptionVisible method to disable empty option in lookup field.
Also, please pay attention that there is no need to add some forum users to tags of a topic. It does no effect on how and by whom this topic will be answered, but such tags make it harder to use search.
