Hot deploy for template not works

Hi Team,

We found that Studio can’t deploy changed templates in Portal module.
The steps:

  1. Start Portal application in Studio
  2. Modify a html template file and wait a moment
  3. Explorer the template files in deploy directory, there’s no any change,and refresh the page in browser ,also no any change.

Studio11 and Studio12 have the same problem.
