For some reason, after moving to a different PC, Cuba menu won’t load.
also can create new project, cuba is not in the list of project types:
it is installed

How did you install CUBA plugin? Did you add https://plugins.jetbrains.com/plugins/haulmont/list repository to Intellij?
Most likely, you installed the old plugin that is still available as default plugin until we release new version in June.
Check IntelliJ IDEA plugin installation section in our documentation.
