Are translation files incompatible (6.4 -> 6.5)?

I have a problem with translations in 6.5 version. My files come from version 6.4, but in 6.5 version some messages are not translated on the screens. For example…: all table actions (Create, Remove ,etc.), Administration/Help menu (not all items), table pagination info.
